Anti-Performance Tax Resolution Introduced in Senate
A bipartisan resolution recognizing the promotional value of free radio airplay was introduced in the U.S. Senate on May 12. The resolution, introduced by Sens. Blanche Lincoln (D-AR) and Roger Wicker (R-MS), has gained the support of Sens. Wayne Allard (R-CO), Sam Brownback (R-KS), Lisa Murkowski (R-AK), Ben Nelson (D-NE) and James Webb (D-VA). Similar legislation was introduced last year in the U.S. House of Representatives by Reps. Gene Green (D-TX-29) and Mike Conaway (R-TX-11). The House resolution has support from more than 200 lawmakers.

Three New Members Appointed to NAB Radio Board
Three new board members and five incumbents have been appointed to eight designated seats on the NAB Radio Board of Directors. The selections, announced on May 12, were made by NAB Radio Board Chairman Russ Withers with the approval of the Radio Executive Committee and NAB Joint Board Chairman Jack Sander. The two-year terms become effective at the upcoming NAB Board meeting in June.

NAB Files Brief Opposing New Enhanced Disclosure Forms
Saying that the Federal Communications Commission's (FCC) estimate of the cost of the new enhanced disclosure Form 355 on broadcasters is "wildly inaccurate," NAB filed comments with the Commission last Monday arguing that the proposed new form violates the Paperwork Reduction Act (PRA). The PRA requires that agencies not pass new rules that could substantially increase the paperwork burden on regulated industries.

Central Florida Stations to Run Early DTV Tests
Beginning in June, 11 television stations in Central Florida will simultaneously shut off their analog signals for one minute on three separate occasions. The tests are aimed at helping viewers determine whether they will need to upgrade their TV sets before the national switch to all-digital broadcasting next February.

Broadcast EEO Mid-Term Reports Due Soon
The FCC last week issued a reminder to stations that mid-term EEO reports (FCC Form 397) are due four years after the due date of the station's last license renewal. For stations in the DC-Maryland-Virginia-West Virginia area, that means FCC Form 397 is due June 2, 2008, the first business day after the four-year anniversary of the last license renewal due date. Celebration of Service to America - June 9, 2008
The 10th annual National Association of Broadcasters Education Foundation's Celebration of Service to America Awards will be held Monday, June 9, 2008, in Washington, D.C. Attendees include broadcasting executives, event sponsors, philanthropists, members of the press and government officials. The 2007 event attracted more than 650 attendees including three commissioners from the Federal Communications Commission and 30 members of Congress.
