NAB Files Brief Opposing New Enhanced Disclosure Forms

Saying that the Federal Communications Commission's (FCC) estimate of the cost of the new enhanced disclosure Form 355 on broadcasters is "wildly inaccurate," NAB filed comments with the Commission last Monday arguing that the proposed new form violates the Paperwork Reduction Act (PRA). The PRA requires that agencies not pass new rules that could substantially increase the paperwork burden on regulated industries. NAB claims that the FCC has grossly underestimated the burden, both in labor and costs, that this new form will put on broadcasters. NAB says that the FCC underestimates the time it will take stations to complete the form by more than 1,000 percent. NAB further estimates that stations will have to commit an additional 21.5 labor hours per week to keep the information in the form current and compliant, far more than the 2.1 per week that the Commission has estimated.
