FCC Implements Antenna and Significant Viewing Provisions of STELA
On November 23, 2010, the Federal Communications Commission (FCC) released Orders implementing new requirements imposed by the Satellite Television Extension and Localism Act (STELA). The FCC was required as part of STELA’s passage to examine its rules on how to measure whether a particular household was eligible to receive a “distant signal” from a satellite TV provider. The FCC was also required to reassess its requirements for when a satellite TV provider can offer a “significantly viewed” station from another market.

FCC Seeks Comment for Report on In-State Broadcast Programming
TThe FCC issued a Public Notice requesting comments and data for a report to Congress on the availability of in-state broadcast stations. The FCC will consider alternatives to Designated Market Areas (DMAs) to define "local" markets that would provide consumers with more in-state broadcast programming. This report was the compromise alternative to proposed legislation that would have mandated access to in-state stations. Click here to view the Public Notice.
New HD Radio Concept Provides Customizable Listening Experience
NAB FASTROAD recently announced the release of a report on a new personalized service concept for in-band/on-channel (IBOC) digital radio. This work was undertaken by iBiquity Digital Corporation, developers of the HD Radio IBOC system used by U.S. broadcasters to transition to digital radio and was co-funded by iBiquity and NAB FASTROAD.

WJLA-TV Educates Teenagers about Driving Dangers
Allbritton-owned ABC affiliate WJLA-TV Washington, D.C., recently hosted a "Drive to Stay Alive" event as part of the six-year series dedicated to teaching local teenagers and their parents about the perils of distracted driving and other causes of auto accidents and fatalities including alcohol, fatigue, failure to wear a seatbelt, speeding and cell phone use.

KCVM-FM Cedar Falls, Iowa - In 2009, KCVM helped raise nearly a quarter of a million dollars in money, support and services for local organizations. After the Salvation Army lost the services of the Marines to conduct a toy campaign for needy families, they turned to KCVM for help. KCVM raised a total of $45,000 in cash and merchandise through their Holiday of Hope project.
