Hundreds of Broadcasters Gather on Capitol Hill
More than 400 radio and television broadcasters gathered in Washington, D.C., last week for the NAB State Leadership Conference. The local station representatives met with lawmakers on a host of public policy issues critical to the future of free and local broadcasting. While broadcasters met on an array of issues, two will stood out: legislation that would levy a new performance tax on radio stations, and proposals circulating in Washington that support reclaiming broadcast TV spectrum to boost mobile broadband service.

New Closed Captioning Contact Requirements in Effect March 22
As we reported last month, the Federal Communications Commission (FCC) recently initiated new closed captioning requirements for TV stations. In addition to the new complaint process that started on February 19, stations will be required, starting March 22, to post updated and accurate closed captioning complain contact information on their Web site, and in some cases, in telephone listings.

NAB and the Association for Maximum Service Television (MSTV) filed joint comments objecting to the Federal Communication Commission's (FCC) proposal to open the TV band to a new universe of wireless audio devices, including wireless microphones, on an unlicensed basis, under Part 15 of the FCC's rules.

FCC Extends EAS Comments Deadline
The Federal Communications Commission (FCC) has extended the deadlines for filing comments on the recent Second Further Notice of Proposed Rulemaking on the Emergency Alert System (EAS). The Notice seeks comment on the FCC's plan to institute annual nationwide testing of the EAS. The deadline for initial comments has been delayed from March 1 to March 15, 2010, and the deadline for reply comments has been moved from March 30 to April 13, 2010. Click here to read the Notice.

Broadcasting's Biggest Names Honor The First Amendment
On a night when some of the biggest movers and shakers in broadcast journalism came together to honor their own, it was the First Amendment that was the star of the night. In Washington, D.C. last Thursday the Radio Television Digital News Foundation (RTDNF) honored Brian Williams, anchor and managing editor of NBC Nightly News, RTDNA President Emeritus Barbara Cochran, National Association of Broadcasters Education Foundation President Marcellus Alexander and the NABEF, Harvey Nagler, vice president of CBS Radio News and David Westin, president of ABC News at the First Amendment Awards Dinner.
