Webcast Tomorrow on the FCC's Disaster Information Reporting System
Tomorrow, Tuesday, July 14, 2009, at 3:30 p.m. EDT, the National Association of Broadcasters will host a 30-minute live webcast on why broadcasters should participate in the Federal Communications Commission’s (FCC) Disaster Information Reporting System (DIRS). DIRS is a voluntary, Web-based system that broadcasters can use to report their operational status and locate critical resources they may lack during emergencies. The FCC, Federal Emergency Management Agency (FEMA) and local public safety officials rely on the information in DIRS to identify and potentially help broadcast stations in need of fuel, generators and other needed equipment during times of emergencies. FCC Announces Rural and Nationwide Digital Licensing For Low-Power Television and TV Translators
The FCC has announced a rural digital filing opportunity for low-power television (LPTV) and TV translator stations in the rural portions of the United States. Beginning August 25, 2009, the FCC will permit the filing of applications for new digital-only LPTV and TV translator stations in rural areas for major changes to existing analog and digital LPTV and TV translator facilities in those areas, and in the case of incumbent analog stations, for digital companion channels.

FTC "Red Flag" Rules May Apply to Broadcasters
The Federal Trade Commission (FTC) issued "Red Flag" regulations that require certain "creditors" to create a written identity theft policy. Because the "creditors" subject to the regulations are defined broadly to include businesses that allow customers to pay in installment plans or defer payment, some broadcasters who sell advertising to small businesses may need to be in compliance with these rules. The deadline for creating a compliance plan is August 1, 2009.
