Reps. Barton and Stearns Join 150 Lawmakers in Their Concern Over FCC Localism Mandates
House Energy and Commerce Committee Ranking Member Joe Barton (R-TX-06) and committee member Cliff Stearns (R-FL-06) sent a letter to Federal Communications Commission Chairman Kevin Martin on May 21 expressing concern over recent FCC proposals that would dictate how broadcasters serve their local communities, placing additional regulatory burdens on local radio and television stations. To date, 28 senators and roughly 130 members of the House have sent letters to the FCC expressing concern over the proposed regulation.

Sen. Tester Adds Support to Anti-Performance Tax Bill
Sen. Jon Tester (D-MT) recently added his support for a bipartisan resolution recognizing the promotional value of free radio airplay. In addition to Sen. Tester, the resolution, introduced earlier this month by Sens. Blanche Lincoln (D-AR) and Roger Wicker (R-MS), has already gained the support of Sens. Wayne Allard (R-CO), Sam Brownback (R-KS), Lisa Murkowski (R-AK), Ben Nelson (D-NE) and James Webb (D-VA).

FCC Lifts Freeze on Maximization Applications and Petitions for Digital Channel Substitutions, Effective Immediately
Since 2004, a freeze has been in effect that prevents stations from seeking FCC approval to maximize facilities or change digital television (DTV) channels. Although the Federal Communications Commission (FCC) previously reported plans to lift the freeze in August, it announced in a May 30 public notice that it would lift the freeze early.

NABEF Partners with 10 Universities in Scholarship Program
The NAB Education Foundation (NABEF) has formed a partnership with 10 schools from across the country for the NABEF Scholars Program. The program, launched in 2006, provides scholarships to outstanding communications students from diverse backgrounds with financial need. To administer the scholarships, NABEF has teamed with 10 universities to provide one scholarship to a deserving student at each university in the amount of $5,000 per year for the student's junior and senior years.
