DTVCable Networks Sue to Block Viewability Rules
NAB expresses strong support for FCC defense

Major cable television programmers, including C-SPAN, Discovery Communications and The Weather Channel, have filed suit to block the Federal Communications Commission's (FCC) enforcement of viewability rules on cable systems. Cable networks oppose the FCC's viewability rules, which require cable operators that have both analog and digital cable subscribers to carry both an analog and digital stream of local must-carry stations after the digital television (DTV) transition. Cable operators, none of which are parties to the suit, are exempt from the rules if they operate all-digital cable systems.

The nation's largest speakers bureau of television station representatives, coordinated by the NAB, is conducting a nationwide speaking blitz to mark the one-year countdown to the DTV transition, which will be completed on February 17, 2009.

The NAB Board of Directors formed a Low-Power TV (LPTV) Committee at the winter board meeting in Washington D.C., at the end of January. The committee will be chaired by Television Board member John Kueneke, broadcast division president for St. Louis-based News-Press & Gazette Broadcasting.
