Emergency Alert System Test
The first nationwide test of the Emergency Alert System (EAS) will take place on Wednesday, November 9, 2011 at approximately 2 p.m. (EST). The U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) and the Federal Communications Commission (FCC) will conduct this first annual National EAS Test. All radio and television stations must participate in the National EAS Test.

Biennial Ownership Reports Due December 1, 2011 – Filing Window Now Open
As previously reported in the NAB Pulse, the Federal Communications Commission (FCC) extended the deadline for filing biennial ownership reports on FCC Form 323 from November 1, 2011 to December 1, 2011. The FCC recently announced in a public notice that the window for filing 2011 biennial ownership reports opened on October 1, 2011.

New License Renewal Cycle Started June 1, 2011
Radio stations in North Carolina and South Carolina must have filed their license renewal applications on or before August 1, 2011. Post-filing on-air announcements for these stations must be aired on September 16 and October 1 and 16.
