FCC Report: More than 99 Percent Have Access to In-State TV Stations
On August 29, the Federal Communications Commission (FCC) released a report on in-state broadcast programming, confirming data submitted by NAB that shows more than 99 percent of American households have access to in-state programming, either through an antenna or through a pay TV provider.

Biennial Ownership Report Deadline Extended – Reports Now Due December 1, 2011
The FCC's Media Bureau recently released an order extending the deadline for filing biennial ownership reports on FCC Form 323 from November 1, 2011 to December 1, 2011. Although the filing deadline has changed, the bureau stated that the reports filed should still include information current as of October 1, 2011.

Copyright Office Recommends Elimination of Cable and Satellite Compulsory Licenses
The Copyright Office (CO) has recommended to Congress that it phase out the statutory licenses under which cable and satellite obtain copyright clearances necessary to retransmit broadcast signals.

New License Renewal Cycle Started June 1, 2011
Radio stations in North Carolina and South Carolina must have filed their license renewal applications on or before August 1, 2011. Post-filing on-air announcements for these stations must be aired on September 16 and October 1 and 16.

NAB Comments on FCC's LPFM Proposal
NAB filed comments last week on an FCC proposal for implementing the Local Community Radio Act, which generally seeks to preserve frequencies on the FM dial for low power FM (LPFM) stations in every market, while also facilitating the processing of some FM translator applications still pending from the 2003 FM translator auction window.
