William and Tani Austin, founders of the Starkey Hearing Foundation, will receive the Service to America Leadership Award for their dedication to providing free hearing aids to thousands of children and adults around the world. Considered the NAB Education Foundation's highest honor, the Service to America Leadership Award recognizes those individuals and organizations that have improved lives of others through extraordinary public service. The award will be presented during the Celebration of Service to America gala held Monday, June 14, at the Hyatt Regency Washington on Capitol Hill.

ASCAP Rate Court Judge Announces $40 Million Interim License Fee Decrease for Radio Industry
Last Thursday the Radio Music License Committee (RMLC) announced that a federal court issued a decision reducing by $40 million from 2009 levels the interim fees payable annually by the radio industry to ASCAP. These interim fees remain in effect until final fees are determined through negotiation or by the court.

As reported last week, the FCC's Order approving increases in FM digital operating power went into effect on May 10, 2010. FM digital stations now may increase their power by 6 dB and must notify the Media Bureau within 10 days of commencing this operation.

NAB Files Comments on FCC's EAS Inquiry
Last week, NAB responded to the FCC's request for comments on potential changes to its Part 11 governing the Emergency Alert System (EAS) to accommodate the new common alerting protocol (CAP) for EAS messages that the Federal Emergency Management Agency intends to introduce latter this year. In our comments, NAB stated that the federal government should fund and institute EAS training for state and local emergency managers so that the benefits of the next generation of EAS will be fully realized.
