NAB's annual State Leadership Conference took place last week in Washington, D.C. More than 600 broadcasters marched on Capitol Hill to meet with members of Congress and advocate on behalf of broadcasters across the nation. The issues of main focus at this year's conference included: the digital television (DTV) transition, performance tax, retransmission consent, internet streaming, unlicensed white space devices and localism.

FCC Provides Guidance on Daylight Saving Time Operations
On Friday, the FCC issued a Public Notice providing guidance for pre-sunrise and post-sunset operations during March 2008 by AM stations in areas with Daylight Saving Time (DST). Congress, as part of the Energy Policy Act of 2005, passed a law extending daylight saving time (DST) by a total period of four to five weeks.

NAB Runs New Ad Opposing Performance Tax
The National Association of Broadcasters ran a new print advertisement on February 27 opposing performance tax legislation backed by the Recording Industry Association of America (RIAA). The ad ran in Capitol Hill publications, Roll Call, The Hill and Politico.

NAB and MSTV File Joint Petition for Reconsideration of Third Periodic Review
NAB and the Association for Maximum Service Television (MSTV) filed late last week asking the FCC to reconsider certain items in the recently released Third Periodic Review of the Commission's Rules and Policies Affecting the Conversion to Digital Television. You can read that petition here.
