FCC Proposes Fiscal Year 2011 Regulatory Fees

On May 3, the FCC released proposed regulatory fees for Fiscal Year 2011. The total amount of regulatory fees that the FCC collects annually is established by Congress. The $335,794,000 required by Congress for 2011 represents a 4.7 percent increase over 2010. The FCC allocates this amount across the various fee categories, such that certain categories may experience increases of 4.7 percent or more, while others receive smaller increases or even decreases, depending on factors such as the total number of licensees in a particular fee category. Media licensees should note one change to the FCC's collection processes. Beginning in 2011, the FCC will discontinue the mailing of hardcopy fee assessment notifications to media licensees, and instead will rely on the FCC's website. AM and FM radio licensees should also be aware that starting in Fiscal Year 2012, regulatory fees will be adjusted based on 2010 U.S. Census data.
