1. JCPA Passes Senate Judiciary Committee

The Senate Judiciary Committee has passed the Journalism Competition and Preservation Act.

  • 📃 This legislation would level the playing field by enabling fair negotiations between news publishers and dominant digital platforms for the market value of their local content.
  • We thank Sens. Amy Klobuchar (MN) and John Kennedy (LA) for their leadership on this important legislation.

2. Performance Royalty Bill Introduced in Senate

This week, the American Music Fairness Act (AMFA) was introduced in the Senate. NAB strongly opposes the AMFA, which disregards the value of radio and would undermine our critical public service to line the pockets of multinational billion-dollar record labels.

  • 250 bipartisan members of Congress support the Local Radio Freedom Act, which opposes a performance tax.
  • 🎙️ Radio stations and listeners across the country have delivered strong grassroots opposition to the AMFA by sending more than 58,000 emails and 12,00 tweets to lawmakers.

3. House Passes PRESS Act

The House of Representatives has passed H.R.4330 - Protect Reporters from Exploitative State Spying Act (PRESS Act).

  • This legislation would establish protections for journalists at the federal level regarding the revelation of their confidential sources except in defined circumstances such as threats to national security.
  • 🤝 We thank Reps. Jamie Raskin (MD-08), Ted Lieu (CA-33) and John Yarmuth (KY-03) for their leadership on this legislation. We'll keep you updated as this legislation progresses through the Senate.

5. Time is Running Out for Regulatory Fee Payments

Broadcasters should ensure that their annual regulatory fees are received by the FCC no later than 11:59 p.m. EDT on September 28, 2022. Payments received after this date will be assessed a 25% late payment penalty.

  • Make payments through the FCC's CORES system. More information here.
  • Broadcasters experiencing financial hardship arising from the COVID-19 pandemic can request a waiver, deferral or installment payment for regulatory fees.
  • Ensure your requests and supporting documentation are filed on or before September 28, 2022. More information here.
  • The payment deadline for broadcasters in Puerto Rico that have been impacted by Hurricane Fiona has been extended to 11:59 P.M. EDT on September 30, 2022. More information can be found here.

6. Steve Haro Joins NAB Television Board

NAB is pleased to welcome Steve Haro to the NAB Television Board.

  • Haro, executive vice president for Government Affairs for TelevisaUnivision, was nominated by Perry Sook and assumes the Board seat of Chris Wood.
  • Haro joined TelevisaUnivision in April 2022 and currently oversees all policy, advocacy and political work for the company, which is the largest Spanish language media enterprise in the world. Read more here.
