FCC Announces Freeze on Digital Channel Substitution Petitions The Federal Communications Commission (FCC) last week announced an immediate freeze on the filing of rulemaking petitions by TV stations seeking to change digital channels. The move comes as the FCC is continuing its effort, first launched with last year's National Broadband Plan, to reallocate some TV broadcast spectrum for wireless broadband use. The FCC says in the Public Notice announcing the freeze that the freeze will "permit the Commission to evaluate its reallocation and repacking proposals and their impact on the Post-Transition Table of DTV Allotments." The FCC's Media Bureau has been accepting petitions for alternative digital channels for two years and has completed nearly 100 channel substitution proceedings in that time. |
