FCC Seeks Comment on EAS Rules

Last week, the FCC released a long-anticipated Notice seeking comment on how it should revise its Emergency Alert System (EAS) rules in advance of the upcoming transition of EAS to a digital-based common alerting protocol (CAP) format. The Notice seeks input primarily on rules regarding the temporary obligation of EAS participants to translate EAS alerts received in the CAP-format to an analog format for broadcast to the public, and defers discussion of rules changes that will be needed after the entire EAS system is CAP-only. Among other questions, the FCC asked parties to submit their views on another potential extension of the deadline for EAS participating radio and television stations to upgrade their EAS equipment for CAP-compliance. Comments are expected to be due in mid-July.
