FCC Offers Demonstration of E-Section 106

The FCC is implementing a voluntary electronic system for compliance with Section 106 of the National Historic Preservation Act (NHPA) and the Nationwide Programmatic Agreement for Review of Effects on Historic Properties for Certain Undertakings Approved by the Federal Communications Commission (NPA). The new "E-Section 106" system will enable parties constructing communications facilities to submit FCC Form 620 (New Tower Submission) or FCC Form 621 (Collocation Submission) electronically to a secure Web site maintained by the FCC. The system will then forward the submission to parties choosing to participate electronically, including the State Historic Preservation Officer (SHPO), federally recognized Indian tribes and other consulting parties, who will in turn be able to electronically comment on the submission and participate in the Section 106 review process. "E-Section 106" will thus automate, expedite and facilitate the exchange of documentation and correspondence required by the NPA among applicants, reviewers and other interested parties.

The FCC will hold a demonstration and training session on how to participate in the new system on Monday, September 15, 2008, from 1 - 3 p.m. Following the presentation, a video recording of the event will be available at http://wireless.fcc.gov/papers2008.html.
