NAB filed extensive comments with the Federal Communications Commission last week in the latest round of the four-year-old localism proceeding. The Commission is proposing numerous rule changes that would effectively turn back the clock on regulation and re-impose a series of burdensome rules on broadcasters, many of which were abandoned in the early 1980s. NAB argued against reinstatement of license renewal processing guidelines that would mandate how much local programming licensees must air. Likewise, NAB argued that a proposal that would require every broadcaster in the country to form and meet with community advisory boards is a solution in search of a problem. The Commission is also considering changes to the rule regarding main studio location and unattended operation of broadcast facilities, changes that NAB opposes.
