FCC Fines ABC For Indecent Exposure in 2003 "NYPD Blue" Episode

The FCC released a Forfeiture Order against ABC owned and operated stations for a 2003 episode of the cop show "NYPD Blue" which aired the nude buttocks and portions of the exposed breasts of an adult female. The FCC concluded that the scene was sufficiently "titillating and shocking" to assess a forfeiture fine in the amount of $27,500 per station. Following the February 25, 2003, episode, the FCC said it received numerous complaints about indecent exposure that aired at 9 p.m. in Central and Mountain Standard Time Zones, before the beginning of the so-called "safe harbor" zone that begins at 10 p.m. The scene in question depicted a woman disrobing and preparing to take a shower when an eight-year old boy unexpectedly enters the bathroom.
