
With the advent of digital television comes new opportunities and innovation. Manufacturers across the spectrum are delivering mobile TV equipment that changes the way consumers view television.
In December 2010, the ATSC initiated its certification mark for mobile television. In accordance with ATSC guidelines, the MDTV logo is anticipated to be displayed on an array of standardized devices. The ATSC's Certification Mark Policy, is available online.
In March 2011, the former OMVC announced that Neustar, Inc. is providing the Mobile Digital TV Trust Authority with the infrastructure necessary to deliver live, digital broadcast TV content to various mobile video enabled devices.

Neustar's technology enables seamless connectivity across different networks, platforms and applications and they possess unique experience in developing digital media ecosystems. Neustar has developed and maintains the UltraViolet™ digital rights locker for the Digital Entertainment Content Ecosystem (DECE) consortium.
Neustar provides the industry expertise, know-how and technology necessary to allow mobile devices and digital TV service providers to connect seamlessly and securely.

Neustar is serving as the Root Certificate Authority an authoritative registry and database of devices and service providers connected to and offering mobile digital television services. Neustar provides the increased security necessary for the delivery of enhanced services. Furthermore, they are generating, serving and managing the certificates and keys necessary for the secure connection and use of the service by connected personal digital devices. The Certificate Authority service that Neustar is providing is independent of, but works with and is compatible with conditional access technologies. Neustar is building out the technology infrastructure to support the initiative and is already well underway in helping make mobile digital television a reality.
Broadcasters will work with Neustar to generate and provide all of the necessary certificates and other security credentials to ensure that the broadcaster's service is offered in a secure and authenticated manner to all compliant downstream devices. Major broadcast stations and broadcast station groups, including the Mobile Content Venture and The Mobile500 Alliance are expected work with Neustar to launch services.
Device manufacturers wishing to build new devices to connect to mobile TV services will work with Neustar to generate and embed the necessary certificates and other security credentials into compliant and authenticated devices capable of accessing the mobile TV service. Device manufacturers will need to enter into a separate agreement directly with Neustar with respect to the provision of secure digital certificates for devices designed to work with mobile TV services.
